I've seen guys even working out in speedos and posing trunks, and done so myself, never been asked to change

Maybe find one of those 24 hour gyms and go there after hours when the staff have all gone. No one to chase you off then.
In Australia it's a gym chain called Anytime Fitness, but there could be others offering 24 hour access too. I emailed them and asked if it was ok to train shirtless and they said no, but if it's late after hours, I'd train shirtless anyway until they got out of bed to come drag me out. haha. Short term membership to test the waters is the way to go.
